Music and Audiophemera

Who decides on the music and (sound) effects added onto drabbles and stories?

Do writers include suggestions for the music they'd like or background effects?
Or is Norm god of all drabblecasty audio?

I often ask the writers if they have any suggestions, and luke/kendall pipe in sometimes, but I've gotta take the hit if you find it distracting or sucky.

Aww, I wasn't meaning any criticism.

(apart from the jungle sounds in my otherwise personal favourite Floating Over Time, at least)

I was wondering if is helpful if people provide notes on the sounds or music that they'd like.
