I prefer British spelling myself (and punctuation for that matter), but re-acclimated myself to American so I wouldn't have to keep track of which I was supposed to be using when writing stories for submission. I may be American, but in the written word, I prefer the Queen's English.

Not having tried the linux one, I'm going to guess it's counting the End Of Line character. Does it seem to be off one character per line generally? If so, someone could make a simple python script to strip out all the white space characters. Though, at that point, we may as well just have a script to do the character count altogether.
I usually write mine in Notepad++ when I'm in Windows and its count always matches your tool (word count is a different story
). I'm sure there's some Linux utility that will count the character correctly so a custom script may be a bit excessive.
