1] Go to your Administration Control Panel (ACP).
[2] Select the Advanced Admin Panel.
[3] Go to the Permissions tab.
[4] Select the Groups' Forum Permissions
[5] Select the Global Moderators group.
[6] Select All Forums.
[7] Set all roles to Full Access.*
* If you click on "Advanced Permissions" you will see all the permissions available, in the "Post" tab you will see as last option: "Can post stickies", this permissions will grant users the ability to post stickies.
[8] Click on Apply All Permissions.
[9] Click on Back to Previous Page.
[10] Select All Forums again.
[11] In the drop down menu Select type: Moderator Permissions.
[12] Set all roles to Full Moderator.*
* If you click on "Advanced permissions" you will see all the permissions available.
[13] Click on Apply All Permissions.

Or at least give me a heads up. But, one should never change permalink structures (or most links) anyway without at least providing 301 redirects on the old links and/or structures.
