The headline over the video.

This video raises some serious questions of credibility. Note, for example, that the alleged zombie attacker has his back turned to the "victim" during the entire video. This raises three questions:

1) Have you ever tried to gnaw on the face of someone directly behind you?
2) Have you ever seen anyone else do so?
3) Can you even imagine the Chinese acrobat girl from Cirque du Soleil being able to do so.

I also find it striking how the scenery and lighting is all wrong for a zombie attack.

The police are walking around rather casually for what seems like 15 minutes while this alleged attack was going on. Did I say walking? Sorry, that's inaccurate. The appropriate verb is "milling".

They had SOOO much time to, like, handcuff either one of these immobile naked men, read them their rights, shoot off one of their toes, or use a taser. But their story is that no less than 7 shots were necessary to kill this (apparently) stationary, naked, wrong-way-facing man.

I submit a different and, I think, more credible scenario:

Homophobic police rookie comes upon two naked men, spooning under a bridge. He yells at them to cut it out; they do not, so He shoots one of them 6 times. According to the video, he has about 5 minutes of milling time to come up with a story. He gets brain-freeze. Nothing. Time's up: "Okay: "I kill naked man zombie who eat other man's head!""

It seems probable that, higher up the chain of command, there is someone in the Miami police department who will be able to probe a little more deeply into this and come up with a better explanation than, "I kill naked man zombie who eat other man's head!".
